We also have hantei shiai here often for student tournaments for students that are not yet practicing in bogu. The will do a basics practice (like kirikaeshi) with an experienced motodachi and the judges will make a hantei for who wins.

It appears like definitely "it is all up to those who are in charge of the tournament" for making decisions as to what is what and how rules will be enforced. I have seen regional USA tournaments in which enchō and hantei were not used for the mudansha division: a fighter tied for his two initial matches and that was as far as he went.
