Oh! I see. I think many people have wondered.

37: 3 shaku 7 sun
38: 3 shaku 8 sun
39: 3 shaku 9 sun

Shaku and sun are Japanese old measurement units.

1 shaku is about 30.30cm (almost 1 foot)
1 sun is about 3.03 cm. (a bit longer than 1 inch)

A funny thing is that the numbers in cm are not exactly the same as calculated in the chart.

Now it is said that

37: is equal to or shorter than 114cm.
38: is equal to or shorter than 117cm.
39: is equal to or shorter than 120cm.

I think the poster was asking to what do the numbers 37, 38, and 39 refer, as they don't indicate the length.
